The content of a site can be significantly varied for different users. Some users of a site are granted access to all content, some only to a segment of the site's content. Some have a wide range of functions available, some only a limited subset. Access21 is particularly flexible in controlling security by granting different users access to various facilities. Tabs available to some may simply not be visible to others. Control Panel items may be available to some but not to others. The whole of the content of the site may be made private or public giving privileged access to some people to just some parts of it. Typically, the content under the Admin tab is available only to the Sitemaster.

Design elements are available to structure content and functions of a site for different user groups. These elements include: Sections, Groups, Control Panel items and their corresponding Functions.
Contact details, including name and address, are recorded for each user having privileged access to secure content and functions. The one contact may belong to more than one user group. To gain privileged access the contact must login to the site by quoting username and password and, when a member of more than one group, choosing the group to use within the online session. To change privilege, the contact must again login to choose a different group.
